Azerbaijan Republic and Russian Federation established diplomatic relations on April 4, 1992.
On October 12, 1992 – Azeri president Abulfaz Elchibey signed agreement on friendship, cooperation and mutual security with Boris Yeltzin.
On November 17, 1994 – President Heydar Aliyev paid a working visit to Moscow and met with Boris Yeltzin.
On July 3, 1997 – Heydar Aliyev paid an official visit to Russia and signed agreement on friendship, cooperation and security.
On January 24, 2000 – Heydar Aliyev and Vladimir Putin had an unofficial meeting in Kremlin, Moscow.
On January 9, 2001 – Russian president Vladimir Putin paid his first official visit to Baku. The following agreements were signed during the visit: agreements on international auto communication; on cooperation and mutual assistance in observation of tax law; on cooperation in the field of prevention and solving the emergency situations; on the status of Russian media correspondents in Azerbaijan and Azeri media correspondents in Russia; on cooperation in the field of governmental communication, agreement on information security, Baku Declaration on relations between Russia and Azerbaijan, and joint statement on the principles of cooperation in the Caspian Sea.
On January 24, 2002 – Heydar Aliyev again visited Moscow and signed a political declaration, an agreement on long-term economic cooperation till 2010; intergovernmental agreements on the main principles and directions of economic cooperation; on cooperation in the field of information exchange; on prevention of violation of tax law; on cooperation in the field of production; on the status, principles and conditions of the usage of Gabala radiolocation station.
On June 8-9, 2002 – Azeri president Heydar Aliyev met with Russian President Vladimir Putin in St. Petersburg.
On February 6, 2004 – Azeri president Ilham Aliyev paid an official visit to Moscow and signed the Moscow Declaration; cooperation agreement on prevention of smuggling and violation of tax regulations; program of cooperation in the humanitarian field from 2004 to 2006; protocol of agreement on free trade between Russia and Azerbaijan and an agreement on cooperation between ITAR-TACC and Azeri state news agency AzerTaj.
On February 16, 2005 – Ilham Aliyev paid a working visit to Moscow and attended the ceremony of opening the Year of Azerbaijan in Russia.
On June 14-15, 2005 – President Ilham Aliyev visited Russia and met with Russian president Vladimir Putin within the framework of 9th international economic forum.
On March 21-22, 2006 – Russian president Vladimir Putin paid a working visit to Azerbaijan.
July 3, 2008 – Russian President Dmitry Medvedev visited Azerbaijan and met with the Azeri president Ilham Aliyev. During the visit Russian and Azeri presidents signed a number of agreements on cooperation in the field of economy. Among the documents signed between two presidents during this visit there are: Baku Declaration on friendship and strategic partnership; agreement on cooperation between foreign ministries of two countries in working with the archives in two countries; memorandum between foreign ministries of two countries on cooperation in the field of protection of transit cargoes, agreement on cooperation between customs offices in the field of prevention of customs violations; memorandum of cooperation between Russian and Azeri State Property Committees.
