Azerbaijan and Ukraine established diplomatic relationships on February 6, 1992. The countries have signed over 80 intergovernmental and inter-state agreements on friendship, cooperation and partnership.
Azerbaijan and Ukraine have established close cooperation within the framework of UN, Parliamentary Assembly of Council of Europe (PACE), Organization for Security and Cooperation in Europe (OSCE), Black Sea Economic Cooperation Organization (BSEC) and other organizations. The countries support each other’s principal positions in international organizations.
Azerbaijan and Ukraine share common political priorities. Both of them refrained from becoming the members of the Military-Political Union of the Commonwealth of Independent States. Both countries jointly founded the organization called GUAM (Georgia, Ukraine, Azerbaijan and Moldova) in order to counter the centripetal forces of the CIS and Russia.
Ukraine supports the peaceful resolution of the conflict of Mountainous Garabagh within the framework of Azerbaijan’s territorial integrity and ready to take part in possible peacekeeping operation under the mandate of the UN.
On September 13, 2006 Ukraine voted for including the discussion of the document called the “Prolonged Conflicts on GUAM Space and Their Consequences for International Peace, Security and Development” into the agenda of 61st session of the UN General Assembly.
On March 14, 2008 Ukraine voted for UN General Assembly’s resolution “Situation in Occupied Territories of Azerbaijan” submitted by Azerbaijan.
The diplomatic relationships are rather active. The following visits took place since establishment of diplomatic relations.

June 30, 2008 - Official visit of the Ukrainian President Viktor Yushchenko to Azerbaijan
May 22, 2008 - Official Visit of President Ilham Aliyev to Ukraine
July 27-28, 1995 – Official visit of the Ukrainian President Leonid Kuchma to Azerbaijan.
March 24-25, 1997 – state visit of the Azeri President Heydar Aliyev to Ukraine.
September 7-8, 1998 – Ukrainian delegation led by President Leonid Kuchma attended the international conference “Restoration of Historic Silk Way” (TRACECA) in Baku.
March 16-17, 2000 – official visit of the Ukrainian President Leonid Kuchma to Azerbaijan
June 3-4, 2004 – state visit of the Azeri President Ilham Aliyev to Ukraine.
June 15-16, 2006 – Azerbaijani President Ilham Aliyev visited Ukraine to take part at international economic forum nick-named “Mini Davos.”
May 22-23, 2006 – Azerbaijani President Ilham Aliyev met with the Ukrainian President Viktor Yushenko in Kiev during the GUAM summit.
June 5, 2006 – Azeri President Ilham Aliyev met with Ukrainian President Viktor Yushenko in Bucharest during the Black Sea Economic Cooperation Organization’s (BSEC) summit “For The Sake of Dialogue and Cooperation.”
September 7-8, 2006 – Ukrainian President Viktor Yushenko paid official visit to
Azerbaijan
. Joint declaration and several agreements have been signed during the visit.

February 28 – March 2, 2001 – official visit of the chairman of the Ukrainian Supreme Rada Ivan Plushch to Azerbaijan.
At the level of Foreign Ministers:
June 30 – July 1, 1999 – official visit of Ukrainian Foreign Minister Boris Tarasyuk to Baku.
May 15-16, 2000 – official visit of Azerbaijani Foreign Minister Vilayat Guliyev to Ukraine.
October 16-17, 2001 – official visit of Ukrainian Foreign Minister Anatoliy Zlenko to Azerbaijan.
October 14-16, 2004 – official visit of Azerbaijani Foreign Minister Elmar Mammadyarov to Ukraine.
May 18-19, 2005 – official visit of Ukrainian Foreign Minister Boris Tarasyuk to Azerbaijan.
At the level of Defense Ministers:
October 10-11, 2000 – visit of Azerbaijani Defense Minister, colonel-general Safar Abiyev to Ukraine at the invitation of Ukrainian Defense Minister, general Alexander Kuzmuk.
January 29,2003 – visit of Ukrainian Defense Minister Vladimir Shkidchenko to Azerbaijan.
April 8-9, 2004 – official visit of Azerbaijani Defense Minister Safar Abiyev to Ukraine.
May 25, 2006 – official visit of chief of Ukrainian armed forces general headquarters Sergei Kirichenko to Azerbaijan (Turan).
